    Program Services Delivery Manager

    Leads a team of Systems Administrators and Engineers to implement and provide Global services in support of a dynamic and globally dispersed group of customers


    Roles & Responsibilities:

    • Responsible for overall coordination with stakeholders and deconflicting Development & Engineering (D&E) dependencies to accomplish both project-oriented and service performance outcomes
    • Oversee project management processes and methodologies for the to ensure projects are delivered on time, within budget, while adhering to high quality standards in order to meet customer expectations
    • Assemble project plans and identify work breakdown structure tasks and personnel assignments, directing and monitoring work efforts on a daily basis, identifying resource needs, performing quality reviews; and escalating functional, quality, cost, timeline risks and issues appropriately to senior management for resolution
    • Track key project milestones and adjust project plans and/or resources to meet the needs of customers.
    • Coordinating, monitoring and executing Risk Management Framework milestones to ensure sequence and deliverable quality align according to meet approvals of service Authorization & Assessment requirements in support of accreditation to enable Fielding, Operations and Sustainment
    • Coordinate communications with stakeholders to maintain situational awareness over project and resourcing impact scope, budget, risk and resources for all tasks requirements
    • Provide for managerial oversight of resources to ensure project performance is exemplary, while also managing employee professional growth and development (e.g., hiring, training, performance management, time card record keeping).
    • Manages one or more cross-functional projects of medium to high complexity.
    • Manages program performance and deliverables, cost, budget and workforce


    • 8 years of experience and a BA/BS or in lieu of degree, candidates shall have 15+ years of combined and relevant IT solutions experience with 4-5 years of DoD RMF experience and 2 years of experience in delivering mobility solutions and services within the DoD



    • Minimum of fifteen (15) + years’ of combined and relevant experience designing, engineering, developing, integrating, testing, fielding and sustaining enterprise-level IT solutions with eight (8) of those years being in support of the DoD
    • Experience in one of the following disciplines: Information Systems, Information Technology, Engineering, Development, Design, Integration, and/or Cybersecurity
    • Demonstrated experience following a systems development, engineering and integration processes (e.g. DAU/DoD Systems Engineering processes)
    • Demonstrate high-level of proficiency in articulating the RMF processes with deep understanding of NIST Controls, Common Criteria, NIAP, etc.
    • Demonstrated experience in providing automated solutions/for repetitive tasks
    • Must provide technical leadership, manage customer expectations and manage risks to achieve successful outcomes
    • Must be able to demonstrate technical competency with respect to the following technologies, products or technical methodologies;
      • Directory Services (e.g., AD, ADFS, RHDS,)
      • Boundary Security Services (e.g., HBSS, TrendMicro, Firewalls, Proxies, etc.)
      • Mobile Device Management Services (e.g., AirWatch, Mobile Iron, Maas360, etc)
      • X509 Certificates
      • Networking & Wireless Services and Supporting Technologies (e.g., 802.11, Wireless Access Points, Switches, Routers)
      • Continuous Monitoring Services (e.g., ACAS, SPLUNK, ELK, SolarWinds)
      • DevSecOps (e.g., Continuous Integration/Continuous Delivery tools such as Puppet, Ansible, Jenkins, Chef, OpenShift, Docker, Kubernetes)
      • Scripting (e.g., bash, powershell, vbs,etc)

    Preferred Experience:

    • The ideal candidate will have experience in the follow areas;
      • 3-5 years’ experience provide support to Risk Management Framework Authorization & Assessment with emphasis on artifact development
      • 5+ years of extensive and robust Cyber Security design and integration experience with the ability to demonstrate a high-level of proficiency in regards to the common tools and services employed to support cyber assessments, continuous monitoring, threat mitigation and response;
      • A passion for delivering high value, innovating and breaking legacy mindsets that impede capability delivery.
        • Must be able to motivate and lead others while navigating through impediments to achieve success
        • Must have a passion for technology and not beholden to legacy service design and delivery models
        • Must demonstrate and be comfortable with technical writing, process definition, and exhibit technical prowess to enhance team effectiveness to achieve outcomes
        • Must work well under pressure
    • Highly qualified candidates shall have
      • Project Management Experience
        • Project Management Professional (PMP®) Certified or 4-years of direct experience managing complex technical projects and/or multi-disciplined personnel to achieve successful technical service solutions
      • Technical Certifications
        • To be considered, the ideal candidate will have or will have previously held at least one of the following certifications;
          • Microsoft Certified IT Professional (MCITP) or former MCSE/MCSA certifications
          • Red Hat Certified Engineer (RHCE) or RedHat Certified Systems Administrator (RHCSA) or 5 years of Unix/Linux experience
          • ITIL v3 or v4
          • 8570.01M IAT-2 or IAM-2 Certifications such as;
            • Security + CE
            • Network + or CCNA
            • CISSP
            • CASP
