Job Description

Under general supervision of the Training Manager (TM), the Instructional Designer (ID) designs and develops courseware content to support customer training objectives. The ID will be responsible for the design, development and implementation of internal/external courseware materials to include academic presentations, student guides, instructor guides, web-based media and Computer Based Training (CBTs). Reporting to the TM, the ID will act as a project lead supporting all learning strategies for Command and Control Mission Systems (C2MS) initiatives. This includes but is not limited to assisting in the development of training products to support customer applications, systems and products. The ID shall collaborate with operators, subject matter experts, and other C2MS technical and government staff to develop relevant training products to deliver computer and web-based training products, in a variety of multimedia formats to support both classroom and web-based delivery to the target audience. Lastly, provides rapid response training development for critical situations when requested by the Government.


Duties include, but are not limited to:

  • Manage activities and deliverables from needs assessment, roadmap/conceptual design, development and implementation to post-training evaluation
  • Design and develop learning materials in a variety of media and delivery methods, including e-learning and instructor led
  • Designs and implements train the trainer programs for internal and external populations
  • Write storyboards and produce multimedia solutions
  • Monitor learning projects, timelines and deliverables to ensure they are on track
  • Blends sound learning principles with creative online design strategies to create highly engaging and interactive programs on time
  • Manage the planning and technical implementation of course development
  • Work collaboratively with faculty and staff to design online learning activities using existing course learning objectives, materials, and instructor/textbook content
  • Direct and create multimedia elements for online learning modules
  • Develop technical documentation for online course development
  • Conduct quality control check of previous courses
  • Manage existing programs to ensure the content remains complete and relevant
  • Actively improve processes and templates to minimize training development time
  • Evaluate existing documentation to identify the most appropriate training approach and content to meet the demands of the learning objectives and audience with the government required timeline
  • Collaborate effectively with system users, subject matter experts (SMEs) and others on contract for updated and other government initiatives 


  • Proficient in developing content using ADDIE methodology
  • Proficient in developing course charts, correlation charts, lesson plans and course measurement
  • Proficient with Microsoft Office products to include MS Word, PowerPoint and Excel
  • Ability to learn multimedia software to include Adobe Creative Cloud suite of software

Familiar with audiovisual concepts of recording/editing/producing video


Bachelors Degree in Education or a related discipline or the equivalent combination of education, technical training or work experience



2-5 years of related instructional development experience.

The work is performed in an office environment

Possible short term TDYs to meet with users

Must be able to obtain a passport for OCONUS travel, if required

Lift over 35 LBS
