Job Description

ARMA Global is seeking a self-starter Program Manager (Subject Matter Expert) that performs work in a small team capacity and can support a dynamic customer responsible for the following: Serves as a top level technical and functional expert, supporting the US Governments highly complex and sensitive Non-Standard Communications (NSC) Enterprise program. The NSC program consists of a system of systems supporting real world operations. The position requires specialized military experience and knowledge, due to the types and nature of the operations supported. Responsible for professional management and oversite of the NSC Enterprise to include coordination of efforts from primary Government client to other federal/DoD agencies, contractors, Federally Funded Research Development Corporations (FFRDC), outside organizations, and vendors. Position is responsible for being the eyes and ears for the Government, providing feedback (reports and briefs), and recommended Courses of Action (COA) to the Government client for decisions. Ensuring to the extent possible by a contractor that Government NSC mission is successful. Directs the project/program lifecycle by assisting in development of comprehensive project plans to include both long- and short-range goals and milestones. Identifies, acquires and utilizes company resources to achieve project technical objectives. Directs a project team usually within a matrixed organization while monitoring and ensuring functional organizations complete milestones within specific budgets and schedules. Interfaces daily with customers as well as top management for the purpose of communicating status of program. May train and direct employee work activities. Education

Masters Degree in a related discipline or a combination of 15-20 years of experience in the area of expertise.

REQUIRED SKILLS:

  • The incumbent must have the requisite knowledge of the system architecture and how each part fits into the enterprise. This knowledge includes but is not limited to:
    • Operations management
    • Project Management
    • Technical Management
    • Program Management
    • IT networking
    • IT systems (Linux, Windows)
    • Specialized end user devices
    • Military communications protocols
    • Small unit operations
  • Serves as a top level technical or functional expert supporting one or more clients and unlimited user groups.
  • Works with user groups to solve business problems with available technology including hardware, software, databases, and peripherals.
  • Applies expert functional knowledge and experience to significant projects or processes.
  • May perform business development activities, including providing technical input to proposal efforts.
  • Perform budget development, planning, control and assurance methodologies
  • Interact regularly with GS-15/O-6 and higher
  • Effectively brief GOFO
  • Able to work using project management software and financial and accounting applications used in support of the program
