Job Description

The Proposal Manager is primarily responsible for managing the overall development of proposals in response to customer solicitations. The Proposal Manager will serve as the organizational point of contact and will lead proposal development efforts throughout the proposal life cycle, from initiation through production. The Proposal Manager will plan and organize the proposal effort, and interface with management on progress and problems.

 

  1. Manages all activities involved in the development and revision of large proposals, usually involving one or more groups/sections/sectors and subcontractors.
    • Lead and manage a proposal development process and drive the proposal response and content contributors, writers, subject matter experts, and reviewers to the proposal outline and schedule and assure that the proposal is compliant, compelling, and persuasive in accordance with the solicitation and all referenced documents.
    • Review and understand the solicitation documents (draft, final, Q&A, amendments, etc.) and create/develop key proposal artifacts, such as the necessary templates and outlines to assist writers in developing appropriate content and compliant responses.
    • Establish and maintain the schedule for development, reviewing, and producing all proposal products based on the submission due date and requirements.
    • Ensure all proposal sections/volumes agree, use consistent language and can be read as "one-voice" throughout all submitted documents.
    • Lead the proposal kickoff meeting, ensuring that the proposal outline and schedule are distributed, issues are addressed, and writers are assigned
    • Incorporate and format written responses into a formal review documents for each level of review.
    • Track schedule and progress to ensure all deadlines are met.
    • Incorporate win themes and strategies into the appropriate sections of the response.
    • Write original text for such activities as Executive Summaries, company capabilities, past performance, resumes, and other marketing-related materials.
    • Assist the content contributors to write introductory paragraphs that lead evaluators through the relevant sections in a concise manner.
    • Take data/information developed by subject matter experts to refine and incorporate it into the proposal text in a compliant, comprehensive and legible manner. For example, conduct fact finding interviews and work closely with subject matter experts to ensure development of a coherent response.
    • Edit or rewrite sections of proposal content to ensure readability and compliance, without distorting the author's original intent.
  1. Supervises assigned Proposal staff as small as five people and as large as 75+ people
  2. Thoroughly reviews Request for Proposals to develop Proposal Plan.
  3. Responsible for implementation of the capture/win strategy.
  4. Coordinates proposal reviews with management.
  5. Ensures adequate resources are available to support proposal development and production efforts.
  6. Reviews/rewrites proposal inputs and coordinates with technical personnel to ensure accuracy.
  7. Coordinates organization-wide resources to support proposal efforts including purchasing, contracts, facilities, etc.
  8. Ensures proposal compliance with solicitation requirements.
  9. Maintains current knowledge of relevant policies, procedures, and practices involved in proposal development.
  10. Familiar with Shipley’s processes and has several years leading and conducting color reviews.
  11. Seeking a Proposal Manager who has the leadership and skills necessary to work effectively with a large dynamic team that includes Volume Leads, Contracts, Sub-Contracts, Recruiting, Security, and Pricing.  
  12. Participates in special projects as required.

Education

Bachelors Degree in a related business discipline or the equivalent combination of education, professional training, or work experience.

Qualifications

8-10 years of related experience managing proposal efforts in a government contracting environment.

  • Unique/Additional Requirements Graphically oriented to assist assigned authors and subject matter experts in developing graphics that convey the theme or our solution being proposed and working closely with graphic designers to ensure accuracy of illustrations and proposal covers.
  • Demonstrated ability to follow established policies and procedures and work independently with minimal day-to-day supervision.
  • Work collaboratively with a multi-disciplinary team from across the Division and teammate organizations.
  • Willingness and ability to work long hours, weekends, and holidays as needed to complete proposals on schedule and meet tight deadlines with professional results.
  • Ability to multi-task, prioritize, and manage complex workload and handle pressure in a fast-paced environment.
  • Understanding complex concepts and ability to articulate client needs to the proposal team members and internal reviewers.
  • Proficient with the use of the Internet/Intranet as tools to support bid activities.
  • Demonstrated strong customer service focus, extreme attention to detail, with strong interpersonal and communication (written/verbal) skills.
  • Flexibility with accepting conceptual and procedural change.
  • Creative problem solving.
